The General Secretariat of the Commercial Gambling Management Commission of Cambodia (CGMC) has issued a final instruction to the owners and operators of all commercial gambling establishments. They are required to submit a detailed layout of their premises and gaming equipment locations.
In a February 9 notification, the CGMC stated that if casino premises are found to be inconsistent with the stated function of each building, floor and room, they must be revised.
They must clearly specify whether the purpose of each location is for commercial gambling or for non-gambling businesses and must resubmit plans for approval.
The CGMC reiterated that the owners or operators of integrated commercial gambling centres and all commercial gambling establishments must avoid all activities involving technological fraud, illegal abduction, torture, unlawful detention, human trafficking and all forms of sexual exploitation.
In addition, they must avoid activities related to arms trafficking, the illegal storage or use of weapons, illegal force-building through private security companies and the use of armed law enforcement officers, as well as the trafficking, use and illegal storage of drugs, and other illegal activities.
The CGMC instructed the owners of all gambling establishments to dismantle materials and clear out equipment that has been used for purposes other than casino business operations as soon as possible.
“If it is determined that the owner or operator of an integrated commercial gambling centre or commercial gambling establishment has not complied with these instructions, they will face suspension or revocation of their license and will be held accountable before existing laws,” it warned.
According to the General Secretariat of the Ad Hoc Commission for Combating Technology Crimes (CCTC), since the beginning of the year, capital and provincial authorities have shut down technology-based fraud activities at a total of 190 locations, including 44 casinos.
