A delegation led by Mr. Lin Qingshan, Party Secretary of the Civil Aviation Flight University of China (CAFUC), visited Cambodia Airways, accompanied by H.E. Mr. Ly Sovannarith, Secretary of State of the State Secretariat of Civil Aviation of Cambodia (SSCA). Both parties held in-depth discussions on talent development, international training programs, personnel recruitment and other related fields.
During the meeting, Mr. Edison Duan, Chairman & CEO of Cambodia Airways, on behalf of the company’s management team and all employees, extended a warm welcome to Mr. Lin Qingshan, H.E. Ly Sovannarith, and all members of the delegation. Then he briefed the delegation about Cambodia Airways’ history, route network and strategic plans.
Mr. Edison Duan stated that as Cambodia Airways continues to expand its route network and fleet, the airline is seeing a rising demand for skilled professionals across multiple positions, including flight operations, cabin crew, operations control and aircraft maintenance personnel. He added that the visit of the CAFUC delegation offers an excellent opportunity for the cultivation and training of aviation professionals in Cambodia.
Speaking on the airline’s approach to talent strategy, he explained that Cambodia Airways is adopting a phased and forward-looking strategy closely aligned with its growth roadmap. In the short term, the airline will prioritise talent acquisition while broadening partnerships with aviation education institutions. In the medium term, Cambodia Airways will focus on building more robust and standardised training frameworks for critical functions, including cabin crew, operations and maintenance. In the longer run, and in step with fleet expansion, Cambodia Airways aims to work closely with the State Secretariat of Civil Aviation of Cambodia (SSCA) to establish a coordinated public–private talent development system, ensuring a sustainable pipeline of aviation professionals to support both the airline’s long-term growth and the development of Cambodia’s civil aviation industry.

Mr. Lin Qingshan expressed his appreciation for the warm reception extended by Cambodia Airways, and then introduced the Civil Aviation Flight University of China in terms of its institutional scale, academic disciplines, talent development programmes and international cooperation. He noted that the Civil Aviation Flight University of China is a university directly affiliated with the Civil Aviation Administration of China (CAAC) and has established extensive partnerships with aviation enterprises and institutions worldwide. The university offers a range of training programmes for international students and currently enrols Cambodian undergraduate students in four majors: Transportation, Aircraft Manufacturing Engineering, Air Traffic Management and Applied Meteorology.

Mr. Lin pointed out that, in the near term, CAFUC could help address Cambodia Airways’ current talent gap. Over the medium term, training programmes could be delivered through a blended approach combining online and in-person forms. Looking ahead, he suggested exploring innovative cross-border training models to expand employment opportunities for Cambodian students and further strengthen exchanges between the civil aviation sectors of the two countries.

During the meeting, both parties reached a consensus on strengthening cooperation and exchanges. They expressed hope that this meeting would serve as an opportunity to launch more in-depth cultural exchanges between Cambodia and China, deepen people-to-people ties among the youth of both nations and fulfil corporate social responsibility through university-enterprise collaboration.

In the subsequent discussion session, representatives from both sides engaged in in-depth exchanges on cultivating various types of civil aviation professionals and exploring additional potential areas of collaboration. Throughout the discussions, both parties thoroughly communicated on future cooperation frameworks, laying a solid foundation for further joint endeavours.
Following the meeting, Mr. Edison Duan and Mr. Lin Qingshan exchanged souvenirs and took a group photo, marking the conclusion of the visit.

This meeting also marked an important step forward in advancing Cambodia–China cooperation in civil aviation sector, particularly in the areas of talent development and technical sharing. Cambodia Airways and CAFUC also plan to sign an MoU next year, with a view to deepening practical and efficient cooperation. Through practical and efficient measures, the two parties will continue to strengthen the foundation for talent and technical cultivation, deepen and solidify mutual exchanges in the civil aviation sector and jointly open a new chapter in Cambodia-China civil aviation cooperation.
