The capacity of the Phum Prek Water Treatment Plant is expected to increase to nearly 200,000 m3/day by the end of 2028, thanks to a 6.27 billion yen (approximately $40.8 million) aid grant from the Government of Japan.
A September 30 signing ceremony at the headquarters of the Phnom Penh Water Supply Authority (PPWSA) saw design and build, operation and maintenance, and training contracts signed by the PPWSA and Kubota-CTII Consortium.
According to a PPWSA statement, the agreement will increase the capacity of the plant, located in Takhmao town, Kandal province, by an additional 45,000 m3 /day, beyond its current 150,000 m3 /day.
The plant provides clean, safe water to residents in Phnom Penh and its surrounding areas, and supplies stable water services to industrial zones, creating job opportunities and improving the living standards of the population.
“According to the Third Master Plan (2021-2030) daily water demand will increase to 1.8 million m³/day by 2030. To achieve this goal, the Project for the Expansion of Phum Prek Water Supply System is a critical initiative to ensure a stable supply of clean water for the PPWSA and support the achievement of the Sustainable Development Goals (SDGs) from 2030 onwards,” said the release.
According to the PPWSA, the project is expected to be completed in 39 months, with work carried out by Kubota-STII and supervised by the Nihon Suido Consultants Co., LTD, Crown Agents Japan Limited and TEC International Co., LTD, from Japan.
The project is being funded through a grant aid and implemented under a Special Purpose Company (SPC) model by the Government of Japan through the Japan International Cooperation Agency (JICA), with a total budget of 4.542 billion Yen for the design and build contract and 1.731 billion Yen for the operation and maintenance contract.
The government of Cambodia has exempted import duties and other taxes for the project.
“The expansion project will improve the water supply, particularly by maintaining sufficient pressure of clean water throughout the entire network for residents of Phnom Penh and the suburb areas,” said PPWSA director-general Long Naro.
“In line with Cambodia’s development strategy, the PPWSA will continue its commitment to expanding, improving and enhancing its production and distribution capacity, consistent with the 3rd Master Plan 2021-2030, to ensure the slogan ‘Clean Water for All’ and provide a quality, sustainable clean water supply,” he added.
