Nineteen new investment projects in Preah Sihanouk province, with a combined investment capital of $267 million, have been approved for special incentive policies by government, under the “Special Investment Promotion Program in Sihanouk Province”. To date, almost 400 projects have received similar incentives.

The latest incentives were granted during a November 24 meeting at the Ministry of Economy and Finance, chaired by Hean Sahib, Head of the Working Group for Investment Promotion in Preah Sihanouk province. The meeting was attended by leaders and representatives from several government institutions, as well as the provincial administration.

During the meeting, Sahib expressed his appreciation to the working group for implementing the special program with diligence, responsibility, and adherence to correct mechanisms over the past two years.

He highlighted the strong cooperation between ministries and relevant institutions, which has helped strengthen and expand investment in the province through four key tasks: tax incentives and administrative facilitation, promoting quality investment, utilising domestic labour and skills transfer, and encouraging the use of local raw materials.

The approved 19 projects are expected to create 1,845 jobs. They include seven related to stalled construction sites and twelve new projects. They cover hotel construction, mixed-use buildings, automobile repair equipment factories, handcrafted panel manufacturing, furniture production, fruit-processing and grain-processing factories, as well as clean water production and electricity supply facilities.

Preah Sihanouk province has strong potential for attracting investment. However, due to global economic challenges, many construction sites have been left abandoned. To address this issue, the government introduced the special investment programme.

The programme aims to stimulate more investment and business activities in the province at a faster pace.

It is based on four shared principles: 1. transforming Preah Sihanouk into a province with an economy driven by industry, tourism and investment, 2. solving practical challenges and delivering quick results, 3. complementing and aligning with existing national strategies and sectoral plans, and 4. accelerating industrial transformation and development in Preah Sihanouk toward high-value-added, high-productivity and competitive industries.

From 2024 to September 2025, the working group approved incentive policies for a total of 392 investment projects, with an estimated total capital of $7.801 billion, potentially creating 50,670 jobs. These include 186 previously stalled buildings, 166 new investment projects, 25 expansion projects and 15 existing investment projects, according to the Preah Sihanouk provincial administration.
