The Ministry of Environment has finalised the preparation of the Third Nationally Determined Contribution (NDC3.0) plan (2025–2030), reaffirming the Royal Government’s strong commitment to addressing climate change, in partnership with the international community.

The plan will be submitted to the UN in the near future, ahead of the 30th Conference of the Parties (COP30) to the UN Framework Convention on Climate Change (UNFCCC), which will be held in Brazil this November.

The finalisation of the plan was announced during the closing ceremony of a validation workshop for the NDC3.0, held on Friday, July 4, at the ministry headquarters.

The event was presided over by environment minister Eang Sophalleth.​ Also in attendance were Alissar Chaker, UNDP representative in Cambodia, and Jo Scheuer, UN resident coordinator to Cambodia, along with senior ministry officials, representatives of other ministries and institutions, civil society organisations, international cooperation partners and development partners.

Sophalleth hailed the outcome as a significant achievement and a point of pride for the government, noting that the drafting of the plan was completed in just seven months.

He explained that the key objective of the NDC 3.0 is to “Promote Cambodia’s development in a sustainable, climate-resilient and low-carbon manner through the implementation of adaptation and mitigation measures to reduce greenhouse gas emissions across priority sectors of the country”.

To develop the plan, the ministry collaborated with stakeholders at both national and sub-national levels, local communities, and development partners — including the EU, UNDP, UNICEF, OXFAM and others.

The finalised NDC3.0 includes a total of 163 climate response measures, comprising 49 mitigation measures to reduce greenhouse gas emissions, 74 adaptation measures to build resilience and 40 stimulus measures.

The ministry highlighted that the NDC3.0 outlines plans and ambitions to cut greenhouse gas emissions by up to 54%, a significant increase compared to the 42% target in NDC 2.0 and the 27% target in the initial Intended Nationally Determined Contribution (INDC).
