Vongsey Vissoth, Minister in charge of the Office of the Council of Ministers (OCM), has reiterated the vital role the OCM plays in the public sector, serving as the secretariat to the Royal Government in managing and leading the country, resolving major national issues, promoting national development, and serving the nation and its people.

As he addressed the March 23 OCM annual meeting to review the work results of 2025 and set its 2026 working directions, he stated that the OCM has established a vision of serving as “a highly capable and professional institution with the ethics to perform work with quality, efficiency and sustainability in its capacity as the general staff for the Royal Government”.

He explained that to orient the direction, spirit and mindset of leaders and civil servants in fulfilling their functions and duties, the OCM has defined and cultivated four core values: the rule of law and protection of public interests; meritocracy; solidarity and inclusivity; and professionalism and ethics.

He noted that the office has set four work approaches to ensure that all leaders and civil servants take ownership of problems, ownership of tasks, and responsibility for their functions and missions.

They include performing work professionally by respecting discipline, laws, regulations and professional ethics; working effectively as a team; performing work with a proactive spirit; and accepting constructive criticism.

“These approaches are the source for increasing capacity, enhancing ownership and creating a work culture that makes us strong, capable, resilient, self-reliant and dedicated to doing good,” he said.

Vissoth also thanked the civil servants of the OCM who contributed funds, food, supplies and other support on three separate occasions, totalling approximately $350,000. These donations were provided to support displaced people and the frontline troops who have sacrificed themselves to protect the sovereignty and territorial integrity of the Kingdom.

“This clearly demonstrates a true spirit of patriotism, national solidarity, national unity and love for the country and the people,” he added.
