A garment factory and an ice-making workshop in Takeo province have been fined after inspectors determined they were contributing to air pollution and affecting the residents of their communities.

The Ministry of Environment announced on Wednesday, November 12, that an inspection team from the General Department of Environmental Protection, in cooperation with the Takeo Provincial Department of Environment and local authorities, discovered that the Perfect Vision Fashion (Cambodia) Co., Ltd. garment factory had been burning fabric scraps and diesel fuel mixed with charcoal in its boiler.
The process emitted black smoke and strong odours at its site in Boeung Tranh Khang Tbong commune, Samraong district, on November 10.
In addition, the factory failed to submit the required biannual environmental monitoring report, as stipulated in its environmental protection agreement.
“The ministry has imposed administrative measures against the company, requiring it to immediately cease burning fabric scraps in the boiler and to install a taller chimney to ensure smoke does not spread into nearby residential areas,” it stated.
The company was also fined and instructed to submit its environmental monitoring report as required.
In a separate case, the ministry’s inspection team and local authorities also investigated the Neak Meas Ice-Making Workshop, located in Village 1, Roka Knong commune, Doun Keo town, on November 4. The workshop was found to be operating without an environmental protection agreement, and inspectors detected ammonia gas leaks from its ice-making machinery, which affected nearby households.
The inspection followed complaints from local residents and media. Authorities imposed administrative fines and ordered the workshop to upgrade its technical systems to meet safety standards.
The workshop is required to replace its gas control system and take effective measures to prevent ammonia odours from leaking. The ministry warned that if the workshop fails to comply, legal action will be taken, including the possible closure of the business.
The ministry also expressed its appreciation for all factories, enterprises and companies that comply with environmental laws, as well as to citizens and journalists who report pollution cases across Cambodia.
It called on the public and private sectors to continue working together to prevent the pollution of land, water and air, helping to ensure a clean and healthy Cambodia that stands out internationally as an environmentally responsible and attractive destination for both tourists and investors.
