The government announced that since the April 2024 implementation of the Family Package Social Assistance Programme, it has allocated more than $180 million to support the Kingdom’s most vulnerable.
The government spent a total of 721.2 trillion riel — approximately $180.32 million — between April 30, 2024, and September 30, 2025. In September alone, a total of 725,434 families received benefits, amounting to almost 50 billion riel, according to an October 13 statement by the National Social Assistance Fund (NSAF).
The families receiving the funds included elderly people, persons with disabilities, people living with HIV/AIDS, pregnant women, children under two years of age and students.
On December 5, 2023, Prime Minister Hun Manet launched the policy framework for the programme. The NSAF — a public administrative institution under the technical oversight of the Ministry of Social Affairs, Veterans, and Youth Rehabilitation and the financial supervision of the Ministry of Economy and Finance — began implementing the program on April 30.
Each time monthly cash transfers are released through the Wing payment system, recipients are required to bring the same relevant documents as in previous distributions and must remember their PIN codes (valid equity cards and Khmer national ID cards). In case of forgotten PINs, recipients are advised to contact programme officers at their commune or provincial/municipal NSAF branch.
“Beneficiaries are not required to make any payments or deductions because the government has already covered all transaction and service fees on their behalf,” the NSAF confirmed to the public.
The NSAF also called on citizens not to be deceived by certain bad actors who falsely claim that poor families must pay money in order to obtain equity cards. Such actions are completely inappropriate, as the issuance of equity cards follows the legal procedures of the Ministry of Planning in identifying poor households, without political discrimination or any fees, in line with the principles of serving the people.
In cases where citizens or the general public observe any irregularities in programme implementation or inability to withdraw money through any Wing outlet, beneficiaries are encouraged to report to program officers at the commune level, NSAF branches in each province or capital, or through the NSAF’s hotline at 092/015 219 888.
The NSAF further urged all beneficiaries to use the funds they receive properly, avoiding misuse for unrelated purposes that could undermine the government’s social assistance policy.
If they are found misusing the funds, the NSAF has requested local authorities to provide written education or guidance. If they still fail to comply, commune chiefs should convene council discussions to update the household’s equity card status accordingly.
The NSAF also appealed to the public and all relevant institutions — especially poor and vulnerable families — to stay informed so that the programme continues to operate smoothly, in line with the government’s policy of providing direct social assistance to the population, without leaving anyone behind.
