The Anti-Corruption Unit (ACU) has announced that it is investigating two senior officials for their links to the fraud case involving disgraced former Oknha Leng Channa.
Sean Borath, secretary of state at the Ministry of Education, Youth and Sport and deputy chair of the ACU, and General Sar Thavy, undersecretary of state at the Ministry of National Defence, were named as potential suspects in a July 3 ACU statement. The pair are under investigation for their connection to Channa’s Brilliant City company, which is believed to have defrauded thousands of people in Siem Reap and Kampong Thom provinces out of millions of dollars through fake investment schemes.
Borath and Thavy were interviewed in connection with the case in October last year at the Siem Reap Provincial Court.
“At the provincial court stage, Borath and Thavy were treated as witnesses. However, due to the ACU’s current investigation, they are no longer considered witnesses — they are now suspects in the case,” explained a court statement.
Following the questioning, the court submitted 32 case files related to Channa and her associates to the ACU. According to the ACU, the files contain a total of 24,852 pages. A team of 10 ACU officials spent a full month reviewing the documents.
