Minister of Land Management, Urban Planning and Construction Say Samal has instructed the leaders of the ministry to work to optimise the institution’s functions, and suggested that efficiency competitions be held in all departments.
He offered the advice during a September 4 meeting to review and evaluate the progress of the work of the General Secretariat and its vocational training programmes. The attendees also established the direction of work for the coming year.
“Through these competitions, it will become a habit for our officials to look for the most efficient ways of accomplishing their tasks. They will become more confident and the public will have positive interactions with them,” he said.
He used the expression “The boat is gone, the port still remains” to illustrate his vision of the ministry providing stability and reliability in its public services.
He offered his appreciation to all of the civil servants who have worked hard in the past, while encouraging them to sustain their current efficiency and increase it even further. Strengthening public functions is essential to the sustainability of any modern administration, he noted.
He also urged all departments to embrace modern digital technology and instructed them to work closely with the Royal School of Administration and other training facilities to improve the capacity of their officials.
In an August 30 meeting, he made it clear that he expected the ministry’s leaders to perform their duties with a high duty of care carefully and excellent communication. He reinforced the importance of maintaining dignity and of putting the public interest before their own.
“The enthusiastic participation of all leaders will serve as a compass that will guide further work,” he said.
Yang Peou, secretary-general of the Royal Academy of Cambodia, noted that for institutional leadership to be fast and effective, it requires leaders who have the will to provide equity to all of their subordinates and deliver an even playing field, regardless of familial links or factions.
“If this can be done, then all civil servants will work as hard as they can at their respective tasks,” he said.
