Kith Meng, president of the Cambodia Chamber of Commerce (CCC), has called on private-sector actors to fulfil their tax obligations in accordance with the law, emphasising that tax revenue is a vital shared resource that empowers the government to promote socio-economic development and maintain national stability.

Meng addressed the Cambodia Tax Forum 2026, themed “Promoting Tax Compliance for Cambodia’s Economic Development”, at the General Department of Taxation (GDT) Tower on February 5.

The event was attended by Deputy Prime Minister Aun Pornmoniroth, Minister of Economy and Finance, and Kong Vibol, director-general of the GDT, as well as representatives from government institutions, foreign embassies, development partners, CCC members and many other national and international guests.

Meng, who also serves as chairman of the Private Sector Working Group Coordination Committee for the Government–Private Sector Forum and chairman of the ASEAN Business Advisory Council for Cambodia, explained that that tax revenue is essential for the government to develop the country and safeguard territorial integrity. Therefore, he urged all taxpayers to fulfil their tax obligations in compliance with the law.

He added that, on behalf of the CCC, he remains firmly committed to working closely with the Royal Government, the GDT and relevant stakeholders to promote responsible business practices, fair competition, good corporate governance and sustainable economic development.

He noted that effective tax compliance cannot be achieved through law enforcement alone.

Meng urged the authorities, including all tax service providers, to continue improving convenience, transparency and trust for the private sector throughout the tax compliance process.

Finance minister Pornmoniroth, explained that in the digital era, Cambodia urgently needs a modern tax administration system to provide convenience, transparency and accountability to taxpayers.

“The Cambodia Tax Forum provides a special opportunity to further strengthen and expand partnerships between the tax administration, the private sector, relevant ministries and institutions, development partners, as well as international organisations and institutions, through dialogue, exchanges of views and experiences, and the sharing of best practices on key topics,” he said.

“This aims to promote and enhance tax compliance, ensure the sustainability of state revenue growth, increase private-sector confidence in the state revenue collection mechanism, and contribute to strengthening the tax revenue system to be more effective, efficient, transparent, accountable, equitable and fair,” he added.

According to the CCC, the GDT Tower forum was jointly organised by the GDT and the CCC.

It had three main objectives.

To enhance awareness of tax administration, regulations and tax obligations in order to promote tax compliance in Cambodia and to promote discussions outside existing government mechanisms by adhering to an open dialogue approach.

It also served as the official launch function of the Cambodia Tax Administration System, officially branded as “GDT HomeTax”, a modern digital technology platform designed to deliver high-quality services to taxpayers.
