In a significant milestone for Cambodia’s financial sector, LOLC (Cambodia) Plc. has been awarded the Gold Level Client Protection Certification, aligned with the Cerise+SPTF CP Certification Framework. The certification, valid from 20 November 2025 to 20 November 2028, was granted following a comprehensive and independent assessment conducted by M-CRIL (Micro-Credit Ratings International Ltd.).
This recognition marks nearly a decade of LOLC Cambodia’s firm commitment since 2015 to responsible finance, transparency, and protection of its clients, particularly low-income households, micro-entrepreneurs, and rural communities.
LOLC Cambodia achieved outstanding performance across all Client Protection Principles, including offering appropriately designed and well-delivered financial products tailored to client needs preventing over-indebtedness through enhanced credit assessments and strong internal controls while ensuring full transparency by communicating interest rates, terms, and fees in clear language and accessible formats, maintaining responsible pricing that balances competitiveness with client value, upholding fair and respectful treatment through strict safeguards against aggressive collection practices, protecting client privacy with rigorous data security measures aligned with modern digital finance standards and providing a robust, accessible complaint-resolution mechanism across all branches.
To understand what this achievement means for the sector and for clients, the Phnom Penh Post sat down with Mr. Sok Voeun, CEO of LOLC Cambodia, for an in-depth conversation.

Q1: Congratulations on receiving the Gold Level CPC. What does this recognition signify for LOLC Cambodia?
CEO: “This Gold Level Certification is more than a badge as it reflects our long-standing commitment to responsible finance. Since 2015, we have invested heavily in client protection systems, staff training, transparent communication, and fair treatment practices. Being recognized by M-CRIL confirms that our work meets the rigorous CP Certification Framework of Cerise+SPTF.”
Q2: Maintaining a Gold Certification until 2028 requires constant effort. What are the key practices that will ensure continued compliance?
CEO: “We must uphold not just document, but responsible practices. This means continuous staff training, monitoring client satisfaction, and strengthening digital safety as financial technologies expand. We view CPP compliance not as a requirement, but as part of our identity.”
Q3: What message do you want to send to the Cambodian financial industry?
CEO: “We hope this achievement encourages more institutions to prioritize client protection. Responsible finance is essential to building trust, supporting growth, and ensuring that financial inclusion truly benefits the people.”

Client Stories Reflect the Impact of Responsible Finance
Ms. Sitha, a small grocery store owner in Takeo Province, was able to grow her business sustainably, thanks to fair and responsible financing. “They explained every fee clearly, and I never felt pressured,” she recalls. “When I urgently needed capital, and LOLC provided the loan it allowed my business to expand.

Similarly, Mr. Ri Rath, a cassava and cashew farmer in Pech Chreada District, Mondulkiri Province, benefited from LOLC’s tailored agricultural loans, which helped increase his family’s income. “They carefully assessed my capacity,” he said. “I’ve never felt overburdened, and their officers visit regularly, treating us with respect.”

Meanwhile, Ms. Khean Sokheang, – an aspiring Tofu Skin production owner in Kampong Cham Province, utilized an initial loan to start up her own Tofu Skin production. The production grew, and was able to send her children to school with confidence. “LOLC officers always treat me with respect,” she shared. “I’ve never felt pressured or overwhelmed, which gives me peace of mind.”

Stories like these demonstrate that responsible client protection is not just about compliance, it is about creating real, meaningful impact in people’s lives.
