The “Special Program to Promote Investment in Preah Sihanouk Province” has been declared a success and extended for a further two years. Work has been completed on 134 projects out of the 412 that have so far been prioritised under the programme.
It was reported that work has yet to begin on 116 projects, with the rest underway.
The Preah Sihanouk Province Investment Promotion Working Group met on December 25. Ministry of Economy and Finance secretary of state Hean Sahib, who heads the working group, chaired the meeting. Also in attendance was Mang Sineth, governor of Preah Sihanouk Province, along with representatives from various government institutions.
Sahib stated that over the two-year period of 2024–2025, the working group had, in principle, approved incentives, concessions, procedural facilitation and dispute resolution for 412 projects with a total investment capital of approximately $7.97 billion, creating an estimated 52,000 jobs.
He noted that in 2025 alone, the working group approved special incentive principles for 199 projects, representing 133% of the performance target indicator set at 150 projects. These included 92 stalled-buildings, 90 new projects, 9 expansions, and 8 existing investment/business projects, covering sectors such as real estate, industry, tourism and education, among others.
“For the two-year period (2024–2025), out of the 412 projects that received special incentive approval, 134 projects — equivalent to 33% — have completed construction, renovation and/or improvement. Projects currently under construction, renovation and/or improvement total 162 projects, or 39%, while 116, or 28%, have not yet been started,” said Sahib.
He explained that based on these accomplishments, the government will extend the programme for an additional two years, until the end of 2027.
It will maintain its existing goals, but add four: 1.Facilitating and promoting domestic investment, 2. Facilitating skills training for investors, business owners, employees and workers, 3. Promoting the use of local labour and the transfer of skills and technology, and 4. Promoting the use of locally produced inputs and goods in enterprises and factories in Preah Sihanouk Province, in cooperation with relevant ministries, institutions and the provincial administration.
Sahib also outlined future work directions for 2026 and 2027 for the working group to implement.
Senghour Im, Head of Century 21 Zillion Holding’s real estate branch in Preah Sihanouk province, told The Post that through the efforts of the provincial authorities, Preah Sihanouk now enjoys improved security, public order and a better investment climate, which has attracted significant investment and tourists of many nationalities to invest and visit.
“Preah Sihanouk province is developing into a centre of multi-purpose development and an important economic pole of Cambodia,” he added.
