The Anti-Corruption Unit (ACU) is continuing to question high ranking officials, including from within its own ranks, in connection with a massive fraud case involving the Brilliant City Company, owned by former Oknha Leng Channa.

Sean Borath, deputy president of the ACU, and Sar Theavy, undersecretary of state at the Ministry of National Defence, as well as more than 10 other individuals, are among those being investigated by a team led by Keo Monyneath, director of the ACU’s Department of Legal Affairs, Complaints and International Cooperation.

According to an October 30 ACU press release, the wives and staff of many of the suspects are also assisting the unit with its inquiries.

It explained that Borath has been questioned extensively, and his asset and liability declarations have been thoroughly examined. In addition, his office was searched, and his wife was asked to update her own asset and liability declaration.

Investigators also conducted extensive interviews with Ouk Samnang, an assistant to Borath. They also questioned Sin Sokkea, former husband of Channa and chairman of SMKN Sokea City Property.

Theavy and his wife were also interviewed in detail.

From September 8 to 11, 2025, a team led by Monyneath travelled to Siem Reap Provincial Prison to question 10 defendants, including Channa herself.

An internal ACU probewas first launched in July, to examine Borath and Theavy’s alleged involvement in the case.

The Siem Reap Provincial Court has since transferred 32 case files involving Channa and her associates to the ACU. The files comprise a total of 24,852 pages.

Both Borath and Theavy were previously summoned by the Siem Reap Provincial Court to provide “clarification” in the case. The ACU noted that while at the time they were considered witnesses, they are now regarded as suspects.

As of October 2024, government lawyers had agreed to defend nearly 5,000 members of the public who suffered financial losses from fraudulent investment schemes run by Brilliant City Company, owned by former Oknha Channa.
