Minister of Environment Eang Sophalleth, Representing Prime Minister Hun Manet, is leading a Cambodian delegation to a special event on climate action during the High-Level Week of the 80th UN General Assembly (UNGA80) and related meetings in New York City, the US, from September 23 to 25.
During his stay in New York, the minister is scheduled to deliver keynote speeches on behalf of the Cambodian government at the UN General Assembly on Climate Action and Intervention on behalf Of States Parties to the Agreement on the Conservation and Sustainable Use of Marine Biodiversity outside the National Jurisdiction BBNJ Agreement under the UN Convention on the Law of the Sea,UNCLOS.
A September 23 environment ministry statement explained that the Minister will also lead a Cambodian delegation to a number of related discussion forums and hold bilateral meetings with leaders of development partners “to strengthen and expand operations, deepen bilateral relations, as well as jointly address environmental issues, especially climate change, which are global issues and common concerns”.
Cambodia has made a commitment to fight climate change to the international community.
This was demonstrated by the submission of its third-phase national plan to contribute to climate change in Cambodia, NDC 3.0, on August 8, which outlines ambitious plans to reduce greenhouse gas emissions by up to 55% by 2035.
The NDC 3.0 national plan includes 163 priority actions on reducing adaptation and implementation of actions towards achieving Cambodia’s carbon neutrality by 2050.
In particular, after the law on the adoption of the Agreement on the Conservation and Sustainable Use of Marine Biodiversity outside the jurisdiction of the BBNJ Agreement under the United Nations Convention on the Law of the Sea UNCLOS was promulgated in accordance with the Royal Decree dated This September 5th and submitted documents to the States Parties to the agreement, Cambodia officially ratified the agreement on September 6, 2025 and became the 56th country to ratify the agreement.
