The Ministry of Interior has introduced a new online platform which allows members of the public to file complaints against civil servants or police officers who are guilty of misconduct or fail to fulfil their duties appropriately.

The “Complaint Submission System (CSS)” website went live on February 19.

According to the ministry, it aims “to facilitate and expedite the procedures for resolving and responding promptly to citizens — specifically regarding the resolution of complaints and denunciations involving the jurisdiction and conduct of Ministry of Interior officials — and to conduct investigations to ensure justice and integrity for all involved parties”.

Ministry spokesperson Touch Sokhak explained that the system will not adjudicate criminal cases, but will hold the officials under the interior ministry accountable for their duties.

“Citizens who have evidence that proves a ministry official, whether they are public servants or police officers, are failing to perform their duties, such as for personal gain, embezzlement or in other ways, can now file complaints online,” he said.

He urged members of the public to ensure they have clear evidence before submitting a complaint, so the ministry can easily settle issues.

“This system is just for complaints against public servants, police and prison officials. In addition, all officials under the ministry can also file complaints against their colleagues or any other official they have observed breaking discipline,” he added.

Until recently, public complaints were submitted to the ministry’s Facebook page, with a team monitoring submissions and making reports, according to the interior ministry.
