The Cambodian government is stepping up reforms in the justice sector to improve court efficiency and restore public confidence, while acknowledging that case delays and irregularities within the courts remain key challenges.

Minister of Justice Koeut Rith led discussions reviewing 2025 performance and setting priority directions for 2026, during the justice ministry’s March 25-26 annual meeting.

The forum brought together around 500 senior officials, including leaders from the courts, prosecution bodies and law enforcement institutions, to assess ongoing challenges and identify practical solutions aimed at improving the quality and effectiveness of justice services.

According to the ministry, this year’s meeting focused on evaluating last year’s work, particularly the outcomes of campaigns to accelerate case resolution and efforts to monitor and address irregularities in the courts.

“The conference aims to review the current status and developments in the justice sector, identify core challenges and set out solutions and priority actions to enhance efficiency in serving the public,” said a ministry statement.

It added that the attendees also sought to improve the quality of justice services and contribute to strengthening public trust in the rule of law, including the work of prosecution and court institutions, as well as other relevant authorities.

The participants examined key challenges in court administration, including budget management, improvements to the national criminal data system and the handling of seized evidence, in response to growing public service demands.

For 2026, the ministry outlined several priority actions which focus on speeding up case processing, strengthening discipline and accountability among court officials, and ensuring consistency in the application of laws nationwide.

Additional discussions covered major legal issues such as the validity of real estate sale contracts, challenges in enforcement cases and the disciplinary framework for judges. 

These are expected to lead to joint decisions aimed at improving clarity and fairness in legal enforcement.

The ministry emphasised that the ongoing reform push is intended to enhance the quality of justice and rebuild public trust in judicial institutions, which it described as essential to maintaining social stability and supporting national development.
