Two Cambodian ministries have announced the launch of a system that displays the locations of private medical facilities, specifying their service types and license validity, along with a tracking system that records the types of vaccines an individual has received. This comes as part of the government’s efforts to accelerate a digital transformation within the health sector.

The two mechanisms, officially launched on March 12, are the Health Facility Management Information System (HFMIS) and the Electronic Immunization Registry (EIR).

Chea Vandeth, Minister of Post and Telecommunications, and Chheang Ra, Minister of Health, presided over the launch ceremony, with more than 3,300 participants attending both in person and via Zoom.

According to a joint press release, the HFMIS was developed to allow users to locate private health facilities across Cambodia, understand the scale and type of each facility (such as the number and type of staff and services offered), and monitor their status and legal compliance.

The HFMIS provides updated data on all health facilities, verifies the validity of private medical licenses and details the types of health facilities, through a directory linked to Google Maps.

The EIR system features key functions such as creating vaccination accounts for citizens, allowing for quick and easy searches of vaccination information. It records the immunisation history of infants, children and the general public, along with schedules for upcoming doses. It also automatically tracks and verifies the history of all types of vaccinations, replacing traditional paper-based record-keeping.

Additionally, it enables service providers and users to access and download monthly reports on vaccination data, serving as a basis for monitoring, inspection and evaluation.

The EIR transitions the manual, paper-based recording of vaccination histories into an automated digital system. This includes routine vaccination schedules for infants under two years old, HPV vaccines for 9-year-old girls, tetanus and diphtheria vaccines for women of reproductive age (15 to 44 years old) and general vaccinations for the public, such as the Covid-19 vaccine.

The EIR originated from the vaccination portal (vaccine.gov.kh) established during the Covid-19 pandemic. Due to the efficiency of the electronic registry for vaccinations, the system was further developed to be used for tracking the broader distribution and administration of vaccines.

As of February 2026, the EIR system had been implemented at 1,443 health facilities, with 2,654 staff members utilising it. The system has registered the data of 174,688 citizens and logged 1,100,149 vaccination records.

“After more than a year of pilot testing, the EIR system has received widespread support, culminating in its official launch across national hospitals, provincial hospitals, district referral hospitals, health centres and health posts nationwide,” said the release.

“At the same time, the general public can also check their vaccination history at state hospitals, health centres or health posts through ‘MyHealth,’ a mini-app available within the DGSuperApp,” it added.
