Due to its shared border with Laos, Stung Treng province has often found itself targeted for cross-border criminal activities, including the trafficking of drugs and humans, as well as the smuggling of untaxed goods and counterfeit products.

With this in mind, on Wednesday, October 22, National Police Chief General Sar Thet issued orders to newly appointed provincial police chief Major General Sary But Satya, instructing him to strengthen prevention, suppression and enforcement against such crimes — especially drug-related offenses, which he described as a global challenge.

“Because Stung Treng province borders a neighbouring country, criminal groups often attempt to smuggle drugs across the border. Although previous operations have achieved successes, vigilance must remain high. The new commissioner is experienced in this field,” he said.

In addition to drug trafficking, he urged But Satya to intensify efforts against all other forms of cross-border crimes, including human trafficking, smuggling, tax evasion and counterfeit goods. He also instructed vigilance against online crimes and illegal high-interest lending (loan sharking), urging the public to report any suspicious cases to the authorities immediately.

The new police chief was also told to enhance information-sharing and strengthen cooperation with relevant institutions both inside and outside Cambodia.

Thet emphasised the importance of discipline, ethics and professionalism within the police force. Officers who perform well should be recognised and rewarded, while those who commit violations must face appropriate disciplinary measures, including legal action for serious offenses, through the disciplinary council.

He stressed the need for internal unity and a ban on factionalism, and called for solidarity and teamwork in maintaining security and public order. Officers in leadership roles must care for the wellbeing of their subordinates, ensuring no officer is neglected when facing illness or hardship.

The national chief also reiterated the importance of effective public communication channels, to avoid confusion or the spread of misinformation. This should include the dissemination of police achievements and community service activities, he noted.

Finally, Thet directed the incoming chief to personally inspect local police posts, paying attention to infrastructure and working conditions to improve operational efficiency. Posts lacking proper facilities should be upgraded. But Satya was also urged to visit and encourage border police units guarding the frontiers of the province.
