While Thai Prime Minister Anutin Charnvirakul and First Army Region commander Worayos Luangsuwan have come out in support of ultra-nationalist influencer Kan Jomphalang — who has been disrupting the sleep of Cambodian communities in Banteay Meanchey province by broadcasting loud “eerie” sounds across the border — at least three prominent Thai figures have spoken out against his actions.
The loud howls, scream and aircraft noises have been played for three consecutive nights since October 11 in Prey Chan and Chouk Chey villages, with only a short postponement while the ASEAN Interim Observer Team (IOT) was at the scene. Both Anutin and Worayos praised him, saying he was doing it “for Thailand”.
Not all Thai people see it the same way.
Sunai Phasuk, senior researcher on Thailand at Human Rights Watch’s Asia division, took to social media on October 12 to explain that a psychological operation like this one may violate human rights principles and international law, especially the anti-torture treaty, and even Thai law.
He said the coordinated actions constitute a violation of the current ceasefire agreement by “provoking, threatening and creating fear for Cambodian citizens”.
“How is this being done? How can loudspeakers be placed in an area which is controlled by the military? If the perpetrator is not a soldier, how can the army allow it?” he asked.
Thai Senator Angkhana Neelapaijit has also recognised that the use of disturbing sounds as a form of psychological intimidation and harassment constitutes a violation of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT).
She described it as a serious violation of human rights, warning that it could be interpreted as violating Thailand’s international obligations under the CAT, which the country has ratified.
Pravit Rojanaphruk, senior staff writer at Khaosod media outlet was unable to stay calm on the matter.
“I urge the Anutin government to immediately intervene and stop the broadcasting of ‘ghost’ sounds at the border by a social media influencer. This is not only a violation of our neighbours’ right to peaceful sleep and psychological warfare, a complaint has also been filed with the UN,” he posted on social media on October 12.
“Do not let Thailand become a laughingstock in the eyes of the international community just because of a few rotten apples who are senseless,” he added.
