In a move signaling Cambodia’s rising role in regional aviation, Cambodia Airport Investment Co., Ltd. (CAIC) has appointed Cambodia Airports, a subsidiary of French infrastructure giant VINCI Airports, as operator of the forthcoming Techo International Airport (TIA).
The agreement — signed by Pung Kheav Se, chairman of CAIC, and Nicolas Notebaert, President of VINCI Airports — marks a major milestone in Cambodia’s largest infrastructure project to date.
Slated to open on September 9, TIA is being developed by CAIC, a joint venture between the Overseas Cambodian Investment Corporation (OCIC) and Cambodia’s State Secretariat of Civil Aviation (SSCA). With a vision spanning the next half-century, the project is designed to accommodate Cambodia’s rapid growth in air traffic and economic connectivity.
“By selecting VINCI to operate TIA, we reaffirm our commitment to global standards and sustainable long-term development,” said Pung Kheav Se.
“This airport is a national gateway, and it will serve Cambodia for generations,” he added.
A strategic leap for the Kingdom’s infrastructure
The development of TIA builds on OCIC’s 25-year track record in infrastructure, real estate and urban planning. Best known for transforming Phnom Penh’s skyline, OCIC has delivered major bridges, highways, industrial parks and residential communities across the capital. Techo International Airport marks the next chapter in that trajectory — one focused on regional integration and global positioning.
“OCIC and CAIC view this as more than an airport,” said a project spokesperson. “It’s about economic velocity — connecting people, goods and opportunity.”

VINCI’s appointment brings proven experience. The French operator has managed over 70 airports in 13 countries, including Phnom Penh International Airport since 1995. In 2024 alone, VINCI handled over 300 million passengers worldwide.
Design, experience and global partnerships
TIA’s development brings together a world-class team of consultants and designers, including Foster + Partners and Changi Airports International, reinforcing Cambodia’s ability to deliver complex, future-proofed infrastructure.
The passenger experience at TIA will mirror that ambition. The terminal is being designed with open, high-ceilinged spaces, cutting-edge facilities and a curated mix of local and global retail. Duty-free and food and beverage operations will be managed by Lagardère Travel Retail and Newrest, while brands like Starbucks and Cambodia’s own Brown Coffee will anchor the terminal’s commercial offerings.
A hub for the next generation
