The 7th China-ASEAN Legal Cooperation Forum was held in Chongqing, China, on Friday, November 21.
The forum, hosted by the China Law Society, brought together many distinguished delegates including senior lawyers, judges and government officials from China, Cambodia, Indonesia Laos and other regional nations.
The attendees shared their perspectives on the development of laws in their respective countries and the cooperation that exists between their nations, in terms of the progress of developing legislation.
Ly Tayseng, vice-president of the Legislative and Justice Council of the Ministry of Justice and Managing Partner of HBS Law firm, attended the conference as part of the Cambodian delegation.
He delivered a detailed presentation to the assembled legal luminaries on the evolution and modernisation of Cambodian law, from ancient times to the current day, as well as the crucial role of the rule of law in all modern societies.

Tayseng emphasised his belief that the rule of law provides the foundation for sustainable and inclusive economic development, social justice, security and order in Cambodian society.
He noted that foreign investors have often expressed their concern about the legal risk of their investments, and hope that in the event of disputes, they can rely on both impartial and effective dispute resolution mechanisms, and fair and predictable law enforcement.
Tayseng reiterated the need for both small and large countries to rely on law-based governance in both local and international fronts, for building a harmonious community with a shared future.
Upon the successful completion of his presentation, he expressed his sincere thanks to the China Law Society, the Political and Legal Affairs Commission of CPC Chongqing Municipal Committee, the Southwest University of Political Science and Law, the China-ASEAN Legal Center and the other persons and entities involved in organising the conference, which he described as “an important forum in the promotion of cooperation between China and ASEAN member countries”.
