Phnom Penh governor Khuong Sreng has instructed the authorities of each of the capital’s 14 districts to pay close attention to canals and drainage systems, to ensure effective flood protection in residential areas. He reminded them that regular inspections are essential throughout both the rainy and dry seasons.
The directive was issued during a meeting of the Phnom Penh Unified Command Committee and district authorities, held at Phnom Penh City Hall on today, October 7, according to the Phnom Penh capital administration.
The governor noted that this year, natural disasters such as earthquakes, storms and floods have occurred more frequently around the world, and Phnom Penh has not been immune — with urban flooding caused by heavy rainfall. He therefore instructed all 14 district administrations to remain vigilant and to continue inspecting and maintaining the city’s drainage systems to ensure that storm water is released quickly and efficiently.
“District governors, work closely with the relevant departments. During the dry season, restore and repair canals and drains. During the rainy season, inspect them together — see where the blockages are and clear the water outlets,” he ordered.
In addition, local authorities were instructed to educate residents not to dump garbage into drains or canals, which causes blockages. The Department of Public Works and Transport was told to deploy staff to check roads, traffic markings and signs, and report any damage or missing signs immediately to the city administration.

The armed forces and all 14 district authorities were also urged to continue suppressing drug trafficking and online scams.
“Drugs remain a major issue — they are taking root within Phnom Penh’s communities. Authorities and security forces must pay close attention and take firm action against them,” he said.
He also stated that combating online scams is another priority that the government is currently focused on. He reminded the district authorities and all security units to remain alert, and act immediately should suspicious activities be detected.
“We have already suppressed about 80 per cent of online scams,” he noted.
“Even so, the 14 districts and security forces under the Phnom Penh Unified Command must remain vigilant. They should inspect all residential complexes or condominiums which are suspected of involvement. When carrying out operations, they must act with professionalism and transparency,” he added.
