The Ministry of Environment has ordered at least five companies and farms across three provinces to immediately cease the discharge of liquid waste that is polluting public water sources, under threat of legal action.
On Tuesday, July 8, the ministry announced that environment minister Eang Sophalleth had issued individual letters on July 3, 2025, instructing five businesses operating in Kampong Speu, Preah Sihanouk and Kampot provinces to halt all liquid waste discharge — in any form — that pollutes public water sources and affects local communities.
The companies include Guowang State (Cambodia) Food Co., Ltd, which runs a mango processing plant in O’Bak Roteh village and commune, Kampong Seila district, Preah Sihanouk province; a fruit processing factory operated by Zhongbao Cambodia Food Science & Technology Co., LTD. in Veal Thom village, Yeay Mao Pich Nil commune, Phnom Sruoch district, Kampong Speu province; Boeung Ket Planting & Industrial Co., Ltd, which has a mango processing plant in Village 1, Treng Trayeung commune, Phnom Sruoch district, Kampong Speu; Four Seasons Food Taste Co., Ltd, also operating a mango processing factory in Village 1, Treng Trayeung commune, Phnom Sruoch district, Kampong Speu; and So Savoeun’s pig farm, located in Kon Sat village, Kon Sat commune, Teuk Chhou district, Kampot province.
“To protect public water sources and prevent pollution that impacts public health and the environment, the Ministry of Environment requires the company to immediately cease the discharge of liquid waste from its premises in any form or for any reason — until a new decision is issued by the ministry. Should the company fail to comply, the ministry will take further legal action as necessary,” he wrote, in the letter to Zhongbao.
In May and June, these companies were determined to have violated multiple articles of the Law on Environmental Protection and Natural Resource Management, as well as various sub-decrees related to water pollution control, according to inspection teams from the ministry.
