The Cambodian government spent a total of 815,469,470,000 riel — equivalent to $USD 203.86 — on implementing the National Social Assistance Family Package Program from April 30, 2024 to November 30, 2025, according to the National Social Assistance Fund (NSAF).
A total of 681,756 families currently receive monthly cash assistance. This includes 350,404 elderly people aged 60 and above; 54,066 persons with disabilities; 5,931 people living with HIV/AIDS; 38,563 pregnant women and mothers of children under two; and 293,695 students.
Prime Minister Hun Manet officially announced the implementation package on December 5, 2023, and the programme began in April 2024.
The NSAF, a public administrative institution under the technical supervision of the Ministry of Social Affairs, Veterans and Youth Rehabilitation and the financial supervision of the Ministry of Economy and Finance, launched the programme on April 30, 2024, and continues to operate it.
The NSAF noted that when withdrawing monthly cash assistance through Wing agents, recipients must present a valid Equity Card and National ID card, along with their personal PIN code.
Students in households with Equity Cards who benefit from the programme must update their grade level for the new school year or update school transfer information through school-based programme officers to continue receiving benefits.
Students who are not yet enrolled in the programme must confirm their school enrolment with staff at their school, then register for the scholarship programme for poor students in primary and secondary public schools at the local commune/Sangkat office, with both a valid Equity Card and school enrolment confirmation to receive the cash support.
Persons with disabilities and individuals aged 60 and above must update their data each December at the commune/Sangkat office. For those with severe disabilities or elderly persons who have difficulty traveling, they should inform the local authorities so that programme officers can arrange a home visit to update data.
The NSAF stated that the cash assistance programme for incarcerated pregnant women and mothers with children under two years old — implemented from June 19, 2025 to November 2025 — has supported a total of 134 beneficiaries, with a total budget of 42,200,000 riel, about $10,550.
There are currently 49 pregnant women, 3 postpartum mothers and 82 children under two years old living with their mothers in prison.
The programme was established to improve the health and well-being of mothers and infants, addressing nutritional deficiencies among incarcerated mothers — from pregnancy until the child reaches age two — and supporting the child’s physical and cognitive development.
Currently, all inmates receive free health care and childbirth services at public health centres and other medical facilities partnered with each prison.
